I'M FIXING THIS DAMN CAR!!
I'm going to concentrate on the two primary issues I think are the problem: fuel delivery, and spark. The first thing I'm gonna do is change the spark plugs and fuel filter and see if anything changes.

Just... make sure you keep out of the throttle too much until the roads dry up. Black ice + a propensity for snap oversteer = suckage.

Oh yeah! I'll add distributor to the list of things as well! Valve adjustment sounds difficult, I might need some help on that. fuel lines is also something else that lights a fear in my heart, so I'm gonna need some serious help on that too.

Checking the distributor is a must. Could have points that need adjusting!
Valve adjustment isn't too terrible of a job. It just takes time and patience. Fuel lines shouldn't be too bad either. Is there a possibility of rust in the tank? If so, that could be the source of your running troubles. Rust could have made its way down the lines and into the filter. Happened on my Z a few months back. It would start, run for a few minutes then die. Remedied with new fuel lines and a new fuel filter.

Distributors for this car are hella expensive! I'll replace the cap first. How does one fix rust in the fuel tank? I saw a little crud, a spec, in the visible portion of the line last summer.

With the dizzy, start small. Cap, rotor, points, plug wires. All inexpensive stuff. I can't imagine the whole dizzy would need to be replaced.
Rust in the fuel tank can be fixed in two ways. Recondition the tank, or get a new one. If you saw stuff floating in the line, you'll definitely want to change the fuel filter. Because of the rust in the Z's tank, I have to change my filter once a week until I can get my tank sorted.

It's a 1974. I'm not sure what I'll need if this turns out to be a CIS issue, I'm not even sure what to do if it reaches that point. I'll need to know how to fix it I suppose, but I'm very interested in how it works.

Fuel filter should be first. They are cheap and can make a world of difference. Also, replace the fuel lines or at the very lease inspect them for harness and leaks. Check your points. When I got my car I quickly went to electronic ignition just to reduce the hassle. I don't know if you want to do that, but I'd recommend it. Also, if doing plugs, you might want to check the wires as well. And, the old plugs should be able to help you determine if the fuel delivery is somewhat on point. I'm sure you know that whole bit. Best of luck and get that thing back on the road.

I'm not entirely sure yet. I don't know whether to stick with the factory tank or get a fuel cell. My problem with the factory tank is that the fuel pickup is on the passenger side of the tank so when I take tight right hand turns, the fuel sloshes to the driver's side of the tank and I lose fuel pressure. When I eventually start autocrossing the car, that's going to cause problems. If I stick with the factory tank, I'm going to try to get my hands on a Holley Hydramat . Check that thing out if you have some free time.
Also with the factory tank, if I do decide to get it reconditioned, I'm going to see how hard it would be to relocate the fuel pickup and return lines into the bottom center of the tank. That should help a substantial amount with consistent fuel delivery and pressure.

Cap, rotary button, vacuum lines for advance and timing. All of the wonderful things that make a points-based ignition such a wonderful hack.

I can attest that crud in the fuel system plays havoc with K-Jetronic in particular – all those precision moving parts really don't like muck in the fuel. A clogged filter can cause fuel pressure issues which manifest as random stalling and bucking, misfires, and all sorts of other things.
If you can remove the fuel level sender from the tank, shine a light down the hole and see what the tank looks like inside. My Scirocco's is full of rusty gunk, and it has a bunch of K-Jetronic issues as a result.

I would put in some fuel stabilizer and a little fresh gas, if it has been sitting for a while. A small engine shop near me has a row of gasoline in glass bottles with the date, showing how quickly fuel will start to separate.
